First, the old city around the fort — the lanes radiating from the Munger Fort, the Kachahari belt, Kasim Bazar, Lal Darwaza and the older market quarters — which is dense, historic, and in places genuinely too narrow for a car, with the fort sitting on a rocky hill above the river. The fort itself is believed to have been built during the early Slave Dynasty, and it contains the tomb of the saint Shah Mushk Nafā (died 1497) and the palaces and arsenal built by Mir Qasim, the Nawab of Bengal, when he made Munger his capital in 1763. Pickups in these lanes need a small vehicle, an early slot, and a pre-agreed handover point. Second, the ghat-side and river-front belts, where the district administration restricts public access during high water and where the roads are the first to be affected when the Ganga rises. Third, the Jamalpur belt across the river, which is not a suburb but a twin city in its own right, built around the Jamalpur Locomotive Workshop — established on 8 February 1862, one of the oldest railway workshops in India — with its own railway colony, quarters and grid of internal roads that need their own access clearances. Fourth, the grain market and loading belts, because Munger is an important grain market with major rail, road and ferry-steamer connections, and the loading areas are busy through the season. And fifth, the rural blocks — Bariarpur, Dharhara, Kharagpur, Asarganj, Tarapur, Sangrampur, Tetia Bambar, Haveli Kharagpur and Jamalpur — where distances are longer, roads can narrow or turn unpaved at the last stretch, and the ground slopes toward the Kharagpur Hills and the Jharkhand border. Two: Munger has been a capital, an arsenal, a pilgrimage site and a railway workshop town — and its monsoon is now the single biggest planning factor. Start with what this city actually is. Munger is said to have been founded by the Guptas in the 4th century CE, and it became a municipality in 1864. In 1763, Mir Qasim, the Nawab of Bengal, made Munger his capital and built an arsenal and several palaces here — and the town's association with firearms and sword manufacture persisted for generations, alongside ebony work, to the point that Britannica still lists firearms and swords among its industries. The city also contains one of the largest cigarette factories in India. Then there is the religious and cultural layer: the Sitakund pilgrimage site with its thermal springs lies to the southeast, the Bihar School of Yoga draws visitors from across the world, and the Bhimbandh Wildlife Sanctuary and Dolphin Eco Park anchor the district's natural heritage. The town's festival calendar follows the Bihari mainstream — Chhath, when devotees gather at the Ganga ghats; Krishna Janmashtami, which in 2026 created specific safety concerns at the ghats because of the high river; Durga Puja; and the pilgrimage traffic to Sitakund — and during those windows the ghat belts and the old city fill, so we plan pickups there for early morning or outside the event. And then there is the part that matters most for an animal. Munger is one of Bihar's flood-exposed districts on the Ganga, and the river's behaviour here is a recurring, documented fact rather than a rare emergency. The district has an annual average rainfall of 1,034.1 mm, and in the monsoon the Ganga rises fast. In August 2025, the Ganga crossed the warning level of 38.33 metres at Munger, inundating low-lying areas of the district and affecting nearly 25 lakh people across ten Bihar districts including Munger. In September 2026, the river was flowing three centimetres above the danger mark, and the district administration restricted public access to the river ghats and advised people to stay away from swollen rivers and streams. Low-lying areas of Sadar block and villages along the Ganga's banks have been hit repeatedly. There is one more local factor worth knowing, and it is a genuine one: Munger's district animal hospital at Bhagat Singh Chowk has been reported to be under serious strain, with basic facilities and staff shortages, and seriously ill animals being referred to Patna. On the transport side, Jamalpur Junction (JMP) is the main station serving the twin cities, with trains from every city of East and North India as well as Mumbai; Munger station has two platforms and is served by the Malda Division of the Eastern Railway; NH-80 and NH-333 link the district toward Bhagalpur, Patna and the Jharkhand border; and Patna's airport is about 180 km away. One final local note: the 83-km Ganga Pathway connecting Munger to Bhagalpur — following the earlier 42-km Munger riverfront project surveyed at a cost of Rs 5,327 crore — is under development along the riverfront, and once built it will change how the district moves along the Ganga. Until then, the ghat roads remain what they are. One local advantage: the railway establishment at Jamalpur and the district's grain-trading economy mean local pet owners are generally organised about documentation, and we verify every record before departure.
